Culture Ireland/Cultúr Na hÉireann

1. Culture Ireland is a voluntary body, established in 2005 by the Minister for Arts, Sport & Tourism to promote and advance Irish Arts in the International context using funds made available to them by the Minister for Arts, Sport and Tourism. The specific activities of Culture Ireland include –

  • Grant Giving: to Irish artists or arts organisations in response to applications received for such assistance and evaluated in accordance with transparent criteria to be determined and published by “Culture Ireland”.

  • Funding and Facilitation of Irish Participation at strategic international arts events.

  • Managing of special emblematic cultural and artistic events and/or activities either in Ireland or abroad as required by the Minister for Arts, Sport, and Tourism.

  • Advising to the Minister on international arts and cultural affairs, and provide such assistance as is requested by the Minister from time to time.

Purpose of Grants

3. Grants recommended by Culture Ireland are intended to give support in other countries to Irish cultural activities of excellence. Proposals are considered for events (e.g. performances, exhibitions, lectures) the full costs of which are not available to those involved in their organisation or performance.

Eligibility and Criteria for Grant Aid

4. Culture Ireland considers applications for all art forms as defined in the Arts Act, 2003 viz visual arts, theatre, literature, music, dance, opera, film, circus and architecture.

The applicant must demonstrate how the event will: show a high level of artistic excellence; and significantly enhance Ireland’s image and reputation abroad.

The application, with the attached form duly completed, must be received by the Secretary of the Committee at least eight weeks before the event, in order to allow for appropriate acknowledgement in publicity for the event if the application is successful.

The event must be held outside Ireland.

There must be an element of exhibition, performance, or presentation to a wider audience (e.g. presenting a paper at a conference, or giving a poetry-reading, rather than only attending an event).

Examples of eligible applications include

Theatre and Dance performances abroad by companies which are professionally based, or led by a professional producer or choreographer; the travel costs of film-makers presenting films abroad. Performances abroad by professionally based or professionally led musicians,

bands or choral groups; travel costs of visual artists; transport of art works; readings by authors of their works;

Ineligible Applications

5. The following types of application will not be considered by Culture Ireland sports events research, study or professional training1 funding for purchase / repair of buildings, costumes or equipment town-twinning programmes2 travel to Ireland3 school exchanges or visits4 translations5 publication of books participation in competitive music and dance events.

Making Applications

Forms are available on the Department's website www.arts-sport-tourism.gov.ie.

Applications should include:

(a) a current curriculum vitae or description of the applicant individual or group, giving details of
previous cultural experience
(b) detailed costs of the project and the venue;
(c) where appropriate, illustrations (slides, photographs), catalogues, videos, recordings and
critical reviews of the work in question. The name of the person or organisation making the
application should appear on each of the above items, to facilitate their return. All
applications in the Visual Arts category must be accompanied by visual material e.g. slides,
photographs etc.
(d) a copy of the invitation to the applicant to organise or participate in the event; and
(e) an assessment of the likely size and nature of the audience.

The receipt of all applications will be acknowledged. Where applicants have not received an acknowledgement they should contact the Secretary of the Committee. Claims that an application was lost or delayed in the post will not be accepted without proof (registration certificate or certificate of posting).

Selection Procedure for Eligible Applications

  1. The Committee assesses eligible applications on their merits. It may also take into account the views of the Irish Embassy or Consulate for the area concerned.

  2. It should be noted that, because of the high volume of applications and the limited amount of funds available, eligible applications may have to be refused. Where a grant is made, it may not be for the entire amount requested.

Canvassing Will Disqualify

9. Canvassing of Committee members by or on behalf of any applicant will disqualify the application.

Culture Ireland Decisions

10. The Culture Ireland’s decision when making a recommendation is final, and it will not enter into discussion or correspondence about an unsuccessful application after the applicant has been informed. Any further application relating to the same event will not be considered.

Report of Event

11. A short written report must be submitted, within six weeks of the date of the event or the date of the letter of approval, on the report form provided. Please submit copies of any press coverage of the event. Any photographs of the event would be appreciated. Reports, press clippings and photographs are of great value to the Committee, particularly in considering any subsequent applications.

Payment of Grants

12. Payment will only be made in respect of events which have taken place. When sending a report and requesting the payment of a grant, only original receipts or receipted invoices showing evidence of expenditure should be submitted. Photocopies, faxes and non-receipted invoices are not acceptable.

Acknowledgement

13. Culture Ireland / Department of Arts, Sport & Tourism funding must be acknowledged on any promotional material and media briefing for the project concerned, using the Irish or English version of the logos provided.
